The board walk is located at the Northwest coastline of Singapore. Stretching 2.6km, the walk offers views of the shoreline and magnificent sunset. Today's walk starts Eastward from Changi Point to Sailing Point walk, covers approximately 2/3 of the entire stretch. Map | Walking Map. The walkway are mostly made of wooden planks with some narrow concrete path. At some points (near Changi Sailing Club), we need to carry the stroller up/down small flights of stairs. I am not sure why this stretch is not wheelchair/stroller friendly.
There is no food stalls, drinking point or toilets along the stretch. If it does rain, there are also no shelters as the chalets and clubs are out of bounce to public. Thus I would strongly recommend you to sort out all logistic at Changi Point.

From the food center, a narrow bridge links to the beach.
